The safety net has been serving an uninsured population that’s increased by 28% since 2007.

Between opportunities created by healthcare reform and a challenging economy, California’s safety net is at a critical juncture and must re-invent itself to better serve those needing care.

California has the largest number of uninsured in the nation — 8.2 million people in 2009.

National health reform holds the promise of new coverage options for millions of uninsured and underinsured Californians. However, it will require effective implementation by key stakeholders to turn the promise into a reality.

Estimates show that 3.1 million Californians could still be uninsured after health reform is implemented.

Because national health reform won't translate into coverage for all, new policy solutions and access models must be developed while innovative solutions are found to help bend the cost curve.

Building a Consumer-Driven Eligibility, Enrollment, and Renewal System

The decisions being made today to implement the ACA will have a greater impact on consumers’ access to health coverage than any made in a generation. As these critical choices are made, this set of recommendations will help ensure that the consumer enrollment experience is user-friendly, integrated, simplified, and modernized across Medi-Cal, Healthy Families, and subsidized Exchange coverage (the insurance affordability programs).

Low Income Health Program Applications (LIHPs) Summary Report

California's Section 1115 Medicaid waiver creates the opportunity for counties to develop Low Income Health Programs (LIHPs) to provide coverage for childless adults not otherwise eligible for Medi-Cal, with incomes up to 200 % of the federal poverty level (FPL).
